California’s Medicaid program, also known as Medi-Cal, helps provide low-income seniors with medical care, prescriptions, and long-term care. As many as 65 percent of seniors rely on Medi-Cal to cover their nursing home costs. On a broader scale, Medi-Cal covers roughly 25 percent of the state’s population. As a resident of Riverside, you will want to know what Medi-Cal has to offer in the event you may need the program.
Are you wondering if you qualify for Medi-Cal for seniors? If you are age 65 or older, disabled, blind, or living in a skilled nursing facility or intermediate care facility, you may qualify. Those Riverside residents receiving SSI are automatically eligible.
You can apply at your convenience by visiting Covered California’s website and completing the application specifically for Medi-Cal. You will need to provide proof of identity, proof of U.S. citizenship, social security number, and proof of income and value of all property.
A representative, known as an eligibility technician (ET), will review your application and notify you if something further is needed. Make sure you include all of your contact information including phone numbers to make it easier for the ET to reach you. Riverside County has 45 days to make the decision regarding your Medi-Cal application.
You will receive a Notice of Action in the mail explaining your approval or denial. You can appeal a denial by requesting a State Hearing. This form is included with your Notice of Action.
If you prefer to apply in person, bring the required documentation to the Riverside County Department of Public Social Services closest to your location. You can enter your zip code at the county’s website to find the nearest office.

The program can help you or your loved one with vision and dental care, long-term nursing care, emergency care, prescriptions, and other medical services. Specialized services are available for coverage through the Medi-Cal Waivers. You can apply for a Multipurpose Senior Services Program Waiver if you meet the financial eligibility and need transportation, adult day care, meal services, respite care, in-home care, or communication services.
To access these Home and Community-Based Services during the application process or after your Medi-Cal is approved, call your local office. Medi-Cal is funded by both the federal and state government, however the Waivers must be approved by the federal government.
Once you are approved, renewals are easy. The Riverside County Department of Public Social Services will try to automatically renew your coverage. If approved, you will receive a letter in the mail. If for some reason the county cannot review your income, citizenship status, or place of residence, you will be sent a letter requesting the missing information. Make sure you send the requested documentation back to the office before the deadline to avoid a gap in Medi-Cal coverage.
