Low income California seniors can receive free or low cost health care and medical services with Medi-Cal, California’s Medicaid program. If you or your loved one needs financial help now or in the future, you will find this program easy to apply to and renew.
The California Medicaid program is based on income and in some cases, medical need. Seniors receiving SSI are already eligible as well as those with a disability, are blind, or currently living in a skilled nursing home or intermediate care facility. Fresno seniors age 65 and older qualify.
Applying online for Medi-Cal is probably the quickest and easiest way to get your application into the hands of an eligibility technician (ET). You can find the Medi-Cal application on the Covered California’s website. Once your application is received, it will be assigned to an ET.
This technician will contact you if any further documentation is needed. Make sure before submitting your application, you include proof of your identity, your social security number, proof of your citizenship, and income. It is advisable to send documentation of value for all real property you own. The ET will need your contact information such as your address and all phone numbers.
Fresno County only has 45 days to make a decision. The decision will be mailed to you in the form of a letter called a Notice of Action. If approved, you will receive a benefits card in the mail (BIC). If you are denied for any reason, you can appeal the decision by requesting a State Hearing. Information about appeals is included in your Notice of Action letter.

California’s Medicaid program covers basic health care needs like vision, dental, doctor visits, nursing home care, hospitalization, outpatient services, lab services, and prescriptions.
If you want to remain at home for as long as possible, you may qualify for a Medi-Cal Multipurpose Senior Services Program Waiver. You can apply for a Waiver at the same time as your Medi-Cal application. The Waivers must be approved by the federal government, but are funded by the state and federal Medicaid funds, like Medi-Cal.
Renewing your Medi-Cal is now automatic as of 2015. The department will renew your coverage as long as your information has not changed. If coverage cannot be renewed for any reason, an ET will try to contact you by mail or phone for you to send the missing documentation to the office before approving.
